VIC:Vic police investigate fatal dog attack

The owner of a pitbull terrier that attacked and killed a four year old girl in Melbourne's
northwest is cooperating with police.

Victoria police Superintendent GRAHAM KENT says they're at the early stages of the
investigation into the death of AYEN CHOL and the wounding of her cousins, aged five and
30, in St Albans around 8.10 last night (AEST).

Superintendent KENT says they've yet to determine if charges will be laid against the
dog's owner, who's cooperating with the investigation.

It's believed the dog escaped from a neighbour's yard and entered the home where AYEN
and her five-year-old cousin were playing.

AYEN died at the scene despite ambulance officers' attempts to revive her and her two
cousins were taken to Sunshine Hospital in a stable condition.

21 April 2011 - A consortium of insurers HUK-Coburg, HDI Direkt and WGV has agreed to take a majority stake in insurance comparison portal Aspect Online from founder and chief supervisor Stephan Gabriel, Financial Times Deutschland reported today.
The companies disclosed neither the exact size of the stake acquired by each insurer nor the purchase price.

HUK-Coburg has planned to buy an online comparison portal as a counterbalance to Munich-based Check24. HUK-Coburg and its direct provider HUK 24 have not been represented on Check24 since 2010.

There are high expectations for phone calls over the Internet. But there still aren't any applications that let you make free calls, to regular phone numbers, and from one's cellphone.

CORRECTION APPENDED
The world of phone calls is changing fast. Anytime a service proves to be both essential and expensive -- like phone service -- you can bet that somebody will invent less expensive alternatives.

For example, once faster Internet connections caught on, it did not take long for programmers to realize that the Internet was capable of transmitting voice. The world was suddenly full of programs (Skype, iChat, Google Talk, various messenger programs) that let you make free "phone calls," as long as you and the person you wished to call were both sitting at computers.

Then came the era of cellphones that could connect to the Internet, which led to the idea that mobiles that run applications, like the iPhone and Android phones, might be able to bypass voice networks and make free calls over the Internet. Could such calls over the Internet make a dent in one's cellphone-plan minutes and save the user money?

Well, we are getting there. There still are no applications that offer free calls, to regular phone numbers and from a cellphone. For now, you can get only two of the three functions. For example, you can make free calls to any phone number -- but only from your computer (Google Voice). Or you can make free calls from your cellphone to other users of an application (Fring, Skype, TruPhone) - - but not free calls to actual phone numbers.

To prepare this report, I made a lot of calls in all kinds of configurations: to a cellphone, to a landline, over Wi-Fi, over cellular networks and so on. Over time, it became clear that applications for voice calls over the Internet represent an excellent exercise in lowering expectations.

For example, compared with regular cellphones, Internet calls usually take longer to connect. The sound quality is almost always inferior. Finally, the voice delay is measurably worse on Internet calls.

Ordinarily, these calling applications connect to the Internet when you are in a Wi-Fi hot spot. When you are not, they can connect to the Internet over your cellphone company's data network. Once again, though, the results are disappointing; the sound is muffled and delayed; and, if you are driving, the calls frequently drop. In general, then, Internet calling applications are worth using only when your phone is connected to a Wi-Fi network.

Overmarketing the abilities of these applications is par for the course. Skype and Fring, for example, claim to offer phone-to-phone video chats, even when one is not on a Wi-Fi network. In practice, the quality and delays are so horrific that the feature is unusable.

But these applications offer two unassailable benefits. First, they can save you a lot of money. If you make most of your calls over a Wi-Fi network, then you can downgrade to a less expensive cellphone calling plan, as you will require fewer minutes.

Second, these Wi-Fi applications let you make solid calls indoors -- precisely where cellular coverage is weakest.

All of these applications are available for iPhone and Android phones. All offer very cheap calls to international numbers -- much less expensive than most cellphone company rates.

Skype Free "calls" to anyone, anywhere in the world, who has Skype on a computer or phone -- which is a lot of people. The company says it is averaging 124 million users a month. If both people are on Wi-Fi networks, the call quality is insanely clear and realistic. But delay problems can come and go during the call.

To call actual phone numbers, Skype offers all kinds of plans. There is a $6.99 a month plan for unlimited calls within the United States, for instance, and similar plans for most other countries. There is also an "unlimited world" plan that lets you call landlines in 40 countries for a bit more than $16 a month.

You can send text messages to phones in mainland China for about 6 cents each, to Japan for about 7 cents and to the United States for about 13 cents each. But recipients' replies come to your phone's regular text-message application, not to Skype, so you cannot see the back-and-forths in the same window. And you pay for the replies at the standard carrier rate.

TruPhone Unlimited calls to landlines in 38 countries, and to cellphones in nine countries, for $13 a month. Like all of these Wi- Fi calling applications, it turns an iPad or iPod Touch into a Wi- Fi cellphone. No text messaging.

Fring The strength of this application is its ability to connect you to a lot of other services, like Skype, MSN Messenger, Google Talk, Yahoo Messenger and AIM -- either with "phone calls" or typed chats. As with Skype, you can make calls to phone numbers only by buying credits in advance; Calls to U.S. landlines and cellphones are billed 0.7 cent or 0.9 cent a minute. Calls to mobiles in mainland China cost one cent and to British phones 0.8 cent. Sound quality is not great, and there is no text messaging.

Line2 In essence, this application gives your phone a second phone line, with its own phone number. It is smart enough to place and receive calls over a Wi-Fi network when one is available, and over the cellphone network otherwise; $10 a month buys you all the Wi-Fi calls you want to regular phone numbers in the United States and Canada. It is the only application covered here that offers true phone-to-phone text messaging, which is very useful. On the other hand, the application takes too long to notice that it is on a Wi- Fi network before you can place a call -- sometimes 15 seconds.

Google Voice Google Voice is free. It offers a million glorious features -- transcripts of your voice mail messages, for starters, and free text messages, which is huge. It does not, however, save you any money on cellphone calls; it places calls over the regular cellular network, so it does not conserve cellphone minutes. (Google Voice can make free calls -- but from your computer, not from your phone, and it is available to U.S. residents only.)

FreePhone2Phone This service works on any phone, not just phones like the iPhone or Android. If you listen to a 10- or 12-second advertisement, you get a free 10-minute call -- available to landlines in 55 countries. To use it, you start by dialing a local number, which you look up at FreePhone2Phone.com. After the ad plays, you dial the country code and number; sound quality is excellent.

An article Thursday about Internet-calling applications described their capabilities incorrectly. A few allow free calls to regular phone numbers from cellphones; it is not the case that no applications meet that description. The article also misstated the capabilities of Google Voice. Besides offering free domestic calls from a computer, the service also allows free calls from a land- line phone and, with the use of an application called Talkatone, from a cellphone. It is not the case that it does not allow free calls from a phone.

Deputy Prime Minister JULIA GILLARD says higher unemployment is inevitable .. but we'll
have to wait for the government's job forecasts.

Ms GILLARD says she won't comment on the revised data .. saying it will be released
in a matter of weeks in the May budget.

It comes after the International Monetary Fund predicted yesterday the economy will
shrink by 1.4 per cent this year and unemployment will rise from 5.7 per cent to 7.8 per
cent next year.

Fed: Car chiefs join council to advise govt on industry plan

CANBERRA, Dec 19 AAP - The bosses of Holden, Ford and Toyota have been appointed to
an industry council set up to advise the federal government on its $6.2 billion car plan.

Innovation and Industry Minister Kim Carr announced the make-up of the Automotive Industry
Innovation Council on Friday.

It will coordinate the implementation of the government's multi-billion dollar car
plan, which aims to make the industry greener and more competitive.

"The council will be a vehicle for good communication between industry and government,
develop and disseminate new ideas, and drive continuous improvement and renewal," Senator
Carr said in a statement.

The council will be chaired by David Charles, a former Department of Industry, Technology
and Commerce secretary and senior associate at economics group Deloitte.

Holden managing director Mark Reuss, and the Australian chief executives of Ford and
Toyota, Marin Burela and Max Yasuda, will also have seats on the council, alongside representatives
of commonwealth and state ministers, component makers, unions and researchers.

Senator Carr also released a framework paper outlining the operation of the $1.3 billion
green car innovation fund.

It outlines the size of the grants available, who is eligible and the application process.

Ministerial guidelines for the government's industry structural adjustment program
were also released on Friday.

SA: Opposition fears impact of further rate hike

ADELAIDE, April 4 AAP - The federal opposition would be concerned if the Reserve Bank
moved to lift interest rates higher, Opposition Leader Brendan Nelson says.

Dr Nelson said the opposition feared that Australia's southern states might suffer
a "hard landing" in the wake of the current global credit squeeze.

The Liberal leader acknowledged the Reserve Bank had an obligation to use interest
rates to contain inflation.

"But it also has the responsibility to deliver full employment, to keep the currency
stable and to work for the economic welfare of Australia and Australians," he told a Liberal
Party lunch in Adelaide.

"From our perspective, we would be very concerned to see the Reserve going any further
than it has in recent times."

Dr Nelson's comments followed remarks from the Reserve Bank Governor Glenn Stevens
today indicating that home buyers could expect no immediate relief, with interest rates
to stay high to keep inflation under control.

Mr Stevens told a hearing of parliament's economic committee in Sydney that if the
central bank had not responded to signs of higher inflation, interest rates would end
up climbing further.

"At this point in time, we need tight policy to put downward pressure on inflation," he said.

"If you don't control inflation now, ultimately you end up with higher interest rates."

BRISBANE, April 19 AAP - Queensland's newest senator received glowing praise from both
sides of the political divide today as she sailed into the Senate on a unanimous vote
from state parliament.

Brisbane businesswoman Sue Boyce is headed for Canberra after being endorsed by the
Queensland parliament to replace disgraced former Liberal senator Santo Santoro.

But the senator sounded a warning to the Howard government that she won't be afraid
to speak out on issues close to her heart.

"I'm not prepared to promise that I would never, ever cross the floor," Senator Boyce said.

The seat was made vacant after Mr Santoro, the former minister for ageing, was forced
to resign after failing to reveal the extent of his share trading activities.

Senator Boyce, the chair of plumbing products company Everhard Industries and a disability
campaigner, will be sworn in and take her seat in the Senate on May 8.

Her endorsement makes her Queensland's first female Liberal senator since Kathy Sullivan
left the upper house in 1984.

Premier Peter Beattie, who moved the motion, pledged to work with the new senator,
who is also the chairwoman of the Queensland Women's Liberal Council.

"On behalf of all members I wish you well for a long and distinguished parliamentary
career and indicate a willingness of my government to work with you to ensure that the
interests of Queensland is advanced," Mr Beattie said.

But he was also critical of her predecessor, questioning why Mr Santoro waited more
than 20 days before he tendered his resignation.

"Today is the culmination of another sad chapter in the history of the Queensland Liberal
Party," Mr Beattie said.

"When Santo Santoro announced he was going to resign on the 20th of March - following
his disgraceful share debacle - he set in place nearly a month of infighting in the Liberals."

Liberal leader Bruce Flegg, who seconded Mr Beattie's motion, said Senator Boyce was
a successful businesswoman, a devoted disability campaigner and a woman committed to her
family.

"She is actually the sort of person that political parties of all persuasions should
be encouraging to run for public office," he said.

Deputy Premier Anna Bligh congratulated Senator Boyce on her nomination, saying Australian
politics needed more women.

Opposition Leader Jeff Seeney also welcomed Senator Boyce to politics, but warned she
would have to grapple with conflicting responsibilities to the state and her own party.

Other MPs talked about her devotion to her daughter Joanna, who has Down syndrome,
and being a "true servant" to the Liberals.

Senator Boyce, who sat in the public gallery of parliament with her family during the
debate, said she was "deeply honoured" to become Queensland's newest senator.

The 56-year-old has pledged to get legal advice about her share portfolio and other
investments after Mr Santoro was forced to resign last month following revelations he
failed to declare more than 70 share transactions.

US military authorities have blocked a request by Australian Guantanamo Bay inmate
DAVID HICKS .. to undergo an independent mental health assessment.

HICKS' Pentagon lawyer .. US Major MICHAEL MORI .. has told Fairfax newspapers a visit
by PAUL MULLEN .. clinical director of Victoria's Forensic Mental Service .. planned for
next month has been vetoed.

Fairfax says HICKS is entitled only to an assessment by US military psychologists ..

who've also been involved in his interrogation.

Major MORI says he wants HICKS to get help .. adding the Australian won't open up to his jailers.

HICKS has been imprisoned at Guantanamo Bay since January 2002 .. after being arrested
in Afghanistan on or around December 9, 2001, during the US invasion.

He's pleaded NOT guilty to charges of conspiracy, attempted murder and aiding the enemy
.. but remains incarcerated as the US enacts new regulations governing the military commission
expected to try him.

The Australian government believes HICKS could face charges next month.

But Major MORI doubts American assurances to Defence Minister BRENDAN NELSON and Foreign
Affairs Minister ALEXANDER DOWNER during their visit to Washington last week.

ADELAIDE, April 5 AAP - Australia's car industry has bounced back in March with sales
of new cars and trucks the best on record.

After a 4.6 per cent dip in demand in February, sales were up 0.6 per cent in March
to 87,156 compared to the same month last year, the Federal Chamber of Automotive Industries
said.

The previous best March result was 86,638 in 2005.

The market performance last month took the first quarter result to 234,605 vehicles,
down 1.2 per cent against the same period last year.

Toyota was the top selling company last month with 18,649 vehicles ahead of Holden
on 13,555 and Ford on 11,118.

In Queensland, Palm Island's former top policeman has denied assaulting a local Aboriginal
man who later died in police custody.

Senior Sergeant CHRIS HURLEY has given evidence at the inquest into the death of 36-year-old
MULRUNJI DOOMADGEE in the Palm Island police watchhouse last November.

He has denied driving his knee into MULRUNJI, or striking him in the eye.

Paramedic MATTHEW BOLTON, who attended to MULRUNJI at the watchhouse, has told the
inquest the man had an abrasion and slight swelling above the right eye.

There were riots in the community after autopsy results released a week after MULRUNJI's
death showed he had broken ribs and a ruptured spleen.



The inquest is contuiung before deputy state coroner CHRISTINE CLEMENTS.

Digital Camera Ownership and Imaging Soaring; Special Photo Printers Still in Early Adopter Stage, Says MetaFacts.

Leading computer technology marketing watcher MetaFacts Inc. reported today that digital camera ownership has doubled in the last year in homes with PCs.

Slightly more than one in five home PC owners now have digital cameras in the household. This 20.2% attach rate for 2001 compares to a 9% attach rate in 2000 and only 1.6% in 1998.

Results from MetaFacts' 2001 Technology User Profile (TUP) survey, the largest of its kind in the nation with 28,638 household respondents, have been aggregated in a TUP Target Edition -- Digital Imaging -- published this week by MetaFacts.

MetaFacts Principal Analyst Dan Ness said, "The growth of digital camera ownership clearly exceeds the growth rate in home PC ownership in the last few years, from 670 thousand homes with digital cameras and Home PCs in 1998 to 7.7 million in 2001. Digital imaging at homes is hot, and has reached a broad range of users, well beyond the early adopters that buy every type of technology."

At the same time, digital photography buffs are moving more slowly into using specialized photo printing technologies. Multi-purpose ink-jet color printers remain the home PC user's first choice with over three-fourths (75.4%) of those with digital cameras and Home PCs using the machines. Those who own a separate photo printer comprise 5.7% of those with digital cameras and Home PCs.

Still, digital camera owners appear to be searching for better printing solutions as nearly two-thirds of them (65.1%) have changed brands of printers. "There is a good deal of churn in the ink-jet printer market, which is partly attributable to lower printer prices and households replacing or adding new PCs," said Ness.

Other findings in the report:

 -- Digital camera owners are virtually equal in numbers between male and female PC owners. Furthermore, 65.8% of digital camera owners store or scan photos with their PCs versus only 26.2% of non-camera owners who do so.  -- About two-thirds of digital camera owners (68.3%) use their printers to print photos some of the time, with 6% of digital camera owners using their printers most often to produce images.  -- Photo printer owners own more sophisticated peripheral equipment, software and connectivity products than the average digital camera owner. Furthermore, photo printer owners use the Web more to purchase these kinds of products. 

Concludes Ness: "Digital cameras, a great boon to amateur photographers, have clearly become one of the most popular pieces of computer-related equipment. High quality photo printers, though, are essentially pitted against commercial photo processing services, and are still in the early adopter stage of mass consumer use."

FWC INVESTIGATORS FOIL ILLEGAL MONKEY SALE.

TALLAHASSEE, FL -- The following information was released by the Florida Fish and Wildlife Conservation Commission (FWC):

Working on a tip, investigators with the Florida Fish and Wildlife Conservation Commission (FWC) searched Internet classifieds to track down a Broward County man who was attempting to sell a marmoset monkey illegally. Anyone possessing or selling these exotic primates must have a valid permit issued by the FWC.

Last week, officers made contact with the seller. They arranged to meet him at his home to view the monkey. The asking price for the small monkey was $2,700.

Jesus R. Hernandez (DOB 02/26/85) of Fort Lauderdale was charged with several violations relating to the possession, sale and caging of wildlife, all misdemeanors.

Hernandez could not provide investigators with the permit required to possess or sell the monkey. He also stated he did not have records of acquisition for the monkey. Additionally, the monkey was held in a cage which does not meet requirements for monkeys 12 months of age or older.

The monkey was taken to a licensed wildlife facility. Hernandez was issued a notice to appear in court.

Researchers from University of Toronto Detail Findings in Ophthalmology.

In this recently published article, scientists in Toronto, Canada conducted a study "To evaluate and compare the preferences and attitudes of Ontario ophthalmologists and ophthalmology residents toward screencasting as an educational tool with potential use for continuing medical education (CME) events. Cross-sectional study. Eighty of 256 participants completed the survey."

"The surveys were sent to participants by email, with follow-up via telephone. participants were urban and rural Ontario ophthalmologists, registered with the Canadian Ophthalmological Society, and University of Toronto ophthalmology residents. Pre-recorded online presentations-screencasts were used as the main intervention. Online surveys were used to measure multiple variables evaluating the attitudes of the participants toward screencasting. This data was then used for further quantitative and qualitative analysis. Over 95% of participants replied favourably to the introduction and future utilization of screencasting for educational purposes. Rural ophthalmologists were the most enthusiastic about future events. Practising in rural Ontario was associated with a higher interest in live broadcasts than practising in urban centres (p < 0.02), an association supported by qualitative data. Qualitative analysis revealed geographic isolation, busy schedules, ease of use/access, and convenience to be the key factors contributing to interest in screencasting. Practising ophthalmologists and residents in Ontario are interested in academic online screencasting. Rural ophthalmologists were more interested in live lectures than their urban colleagues," wrote R. Razik and colleagues, University of Toronto (see also Ophthalmology).

The researchers concluded: "More research is required to assess the potential of screencasting as a CME tool."

Have you ever argued with someone about something entirely inconsequential?

"That's the same actress who was in the other Jane Austen film you made me watch -- you know, "Sense and Reliability," or something like that."

"It's sensibility and, no, it's not the same actress."

"Yes, it is! You know, the one who fell for Mr. Darby!"

"Ummm, that would be Mr. Dar-cy, in 'Pride and Prejudice.' "

"Right! And that's the same actress who fell for him!"

"No. I assure you. It's not. Not even close."

"Sure looks like her to me! Juuuuuust like her. Yep, it's her."

Sigh. Before easy Internet access, these debates would have to go unresolved, even leading to an occasional frustrating flare-up: "Honey, I'm just sure that was the same actress. Her hair was brown, too. Remember?" "No, dear; it wasn't. There are several actresses with brown hair these days; trust me on this one."

Recently, conversations like this inevitably lead to a quick Google search with one of us crowing gleefully, "Aha! I knew it!" Which one of us is crowing, and which is eating crow, depends on the day and the topic. We've both done a lot of each. Really, though -- in the whole scheme of things -- it doesn't make a lick of difference where we land on those kinds of questions. True or not, some things just don't matter that much.

Have you ever wondered about something that, if it is true, changes everything? Last Sunday, Christians around the globe celebrated Easter. I realize the hoopla of bunnies and baskets is over for another year. You can get a great buy on Peeps and egg-dye coloring kits this week. Yet I'm still thinking about the implications of something that, if it is true, changes everything. For me, Easter is not a seasonal celebration. The resurrection of Jesus from the dead is the heartbeat of my faith. It affects who I am and how I live year-round. I know others believe differently, and I respect their right to do so.

A certain man who didn't believe the claims of those early Christ-followers, that Jesus was alive again after suffering an agonizing execution on a Roman cross, debated with them to the point of having several arrested and tried for blasphemy. He was so sure he was right -- this nonsense about Jesus being alive couldn't possibly be true!

Then one day (some time after what we call the first Easter had passed), he had his own miraculous encounter with Christ and became the biggest proponent of this outrageous claim -- and the most prolific writer of the scriptures Christians hold sacred, the New Testament. We know him today as Paul, the Apostle. He wrote (1 Corinthians 15, New Living Translation, selected verses):

Your faith is built on this wonderful message. I passed on to you what was most important and what had also been passed on to me -- that Christ died for our sins, just as the Scriptures said. He was buried, and he was raised from the dead on the third day. ... If Christ was not raised, then all our preaching is useless ... and your trust in God is useless ... you are still under condemnation for your sins. But the fact is that Christ has been raised from the dead. He has become the first of a great harvest of those who will be raised to life again.

I like it that God often shows up during the offseason (after the flourish of religious celebrations is over) and reveals His love to skeptics and doubters in unexpected ways. For Paul, the former cynic, the Resurrection of Christ meant that sins could be forgiven, that the chasm between God and humanity was spanned, that death didn't have the final say, and that a new way of living was possible.

The Easter festivities are over for this year but the question remains, could Jesus possibly be alive? Some things, if they're true, change everything.

CONSUMERS' AWARENESS AND SKILLS WORRYINGLY LOW, SURVEY FINDS.

BRUSSELS -- The following information was released by the European Union:

According to a Eurobarometer study published today on the occasion of the 2011 European Consumer Summit, less than 50% of EU consumers surveyed felt confident, knowledgeable and protected as consumers. Empowered consumers find it easy to identify the best offer, know their rights and seek redress when things go wrong. Vulnerable consumers find it hard to understand the choices they face, don't know their rights, suffer more problems and are unwilling to act when things go wrong. Detriment reported by consumers is estimated at around 0.4% of EU GDP with more than one fifth of EU consumers reporting a problem in the previous 12 months. Although most consumers do complain to retailers, most of those who do not get a satisfactory response take no further action. Significant numbers of consumers have problems making everyday calculations, understanding key information and in recognizing illegal sales practices or knowing their rights. A majority of respondents did not know their right to return, have repaired or replaced a faulty product.

John Dalli, EU Commissioner for Health and Consumer Policy, said: "Worrying results indicate that a significant number of consumers are potentially vulnerable to frauds, scams, pressure selling, and do not know they can re-consider their choices and avoid unnecessary purchases. If consumers cannot easily make choices and avoid harm, not only do they suffer but so do the innovative, honest businesses which drive growth". To conclude : "These results will have to be taken into account if we want to help consumers in an increasingly complex market and in the face of information overload."

The survey :

The survey was carried out in 2010 in 29 countries (EU27, Iceland and Norway), with 56,471 consumers, using 70 questions covering 3 main dimensions of empowerment : consumer skills; consumer awareness of their rights; consumer assertiveness. The aim is to gain knowledge of consumer's capacities, awareness and assertiveness in order to better design and develop policies, at both EU and national level that take account of real behaviour.

Key findings :

Results show that consumer awareness and skills are worryingly low. However, there is a considerable potential to empower consumers and thereby to improve consumer welfare and reduce consumer detriment. The internet and the media have a key role to play in consumer empowerment with more than 38% of consumers using the internet to compare products and given the media's capacity to reach citizens directly.

Consumers' detriment and redress

More than one in five Europeans interviewed had encountered a problem for which they had cause for complaint. Consumer detriment is estimated at 0.4% of EU GDP The less educated and elderly are more reluctant to seek redress, although they are no less likely to have problems. The survey confirms the importance of access to good redress. Many of these problems could be solved if we had more alternative dispute resolution (ADR) mechanisms

Consumers' skills

In terms of numerical skills, consumers struggle with simple calculations: only 45% could answer three consumer related questions correctly. In terms of financial skills, two out of ten people interviewed were not able to choose the cheapest option when buying a flat screen TV. Only 58% could correctly read an ingredients label and 18% could not identify the best-before date. Only 2% of consumers recognised five common public information logos. 33% of consumers thought that the CE mark meant "made in Europe", and only 25% correctly knew it meant that the product 'complies with EU legislation'. Many could not name a consumer organisation in their country.

Consumers' knowledge of their rights

A majority of consumers were not aware of their fundamental rights such as the right to have a faulty product repaired, replaced or reimbursed 18 months after purchase, the right to cancel an online financial services contract within 14 days if they change their mind or find a better offer, or similarly, the right to cancel a contract with a doorstep salesman.

CHARLOTTETOWN -- Bell Aliant and the Government of PEI confirmed the completion of the broadband infrastructure build to deliver high-speed Internet to virtually all areas of the Island by the end of the year. The $8.2 million project to extend broadband services across the Island has benefited thousands of individuals and businesses across the Island - from North Cape to East Point. Bell Aliant will work with customers in early 2010 to continue the installations of high-speed Internet.

In addition, Bell Aliant and the Government of PEI are pleased to announce the launch of the Rural Broadband Fund (RBF). The RBF is a five-year strategic partnership to support innovation in information technology across PEI.

A Derry vice-principal has warned that too many youngsters have television sets in their bedrooms and are shutting themselves off from their families, increasing the danger that suicide signals won't be picked up.

Speaking at a major teachers' conference in Torquay, Mr Harkin said: "With the TV set in the bedroom comes isolation and a sense of loss of community."

Mr Harkin told the Journal that there's also an urgent need to examine the link between new technology and teen suicides.

"New technology can be both good and bad. Social support networks have been blamed for encouraging suicide but it is important to remember that they also provide a support network that would not have otherwise been there. On the other hand technology can lead to every family member in the house being in another room - be it on the internet or watching the TV.

"The consequence of this is that the warning signs are not picked up as quickly as they would be if everyone was sitting together. It would be easy to blame technology but these changes are here, are here to stay and we need to discuss them."

Mr Harkin told members of the Association of Teachers and Lecturers that between 600 and 800 16 to 24 year-olds kill themselves every year. "That is a similar number to the number of pupils who attend Oakgrove," he said.

"No one knows the individual circumstances that lead someone to end their own lives. More and more young people are feeling isolated and that is something that needs addressed. Suicide can be caused by a range of pressures be it social, peer or academic.

He said current suicide prevention strategy for schools is "piecemeal" and mental health care is not available in all schools.

"Full access to mental health services is needed in all our schools not just the few ... it's like treating cancer with aspirin," he said.

Mr Harkin said pupils face greater academic, social and peer pressure than ever before and that these pressures - combined with the explosion of new technology - leave pupils feeling isolated. "Teachers need to know that if a pupil comes to them feeling suicidal they can quickly get them support and counselling. At present there's a waiting list for these services in many areas. More suicides could be prevented if more money was provided for these services."

Mining stocks lead FTSE downhill.(Business)

The London market tumbled into the red yesterday dragged lower by mining and oil companies as they felt the pinch from falling commodity prices.

The mining sector dominated the FTSE 100 Index fallers board as the price of copper and gold dipped while oil majors BP and Shell suffered as crude eased.

The gloom spread to the wider market in London and the Footsie closed 28.5 points off at 5850.8.

Jimmy Yates, trader at CMC Markets, said: "Another sharp drop in gold prices has hit the mining stocks with the sector dominating the FTSE's worst performers on the day as a result, while a similar situation with oil has also seen the

likes of Shell and BP come under some sustained pressure through the session."

Vedanta Resources topped the fallers' board with a loss of 82p to 1239p or 6%, and it was followed down by rivals BHP Billiton off 48p to 934p, Rio Tinto 128p lower at 2544p, and Kazakhmys which was down 60p at 1226p.

The weak price of crude hurt major oil stocks BP and Royal Dutch Shell which fell 8p to 583p and 29p to 1823p respectively.

But there was better news for mobile phone giant Vodafone which gained 1.25p to 114.75p after it announced a tie-up with BT to provide broadband internet connections to its 16.2 million UK customers. BT shot to the top of the risers board with a gain of almost 2% - or 4.75p to 253.25p.

Scottish & Southern Energy was on the front foot after reports it had held talks over a possible pounds 20 billion tartan tie up with Scottish Power. Shares in SSE gained a penny to 1239p following the news, but Scottish Power did not fare so well - down 4p to 625.5p.

In the FTSE 250 Index, casinos operator Stanley Leisure was up 20.5p to 875.5p after it agreed to be taken over by Malaysian gaming giant Genting International for pounds 639 million or 860p a share.

But it was a disappointing session for Forth Ports after a warning over its second half performance overshadowed a 19% rise in half-year pre-tax profits.

Shares in Forth dipped 4% or 71p to 1774p yesterday.

Online gaming firm Sportingbet was on the slide with its shares down 40% or 95p to 144p as it resumed trading following the arrest of its chairman in the United States under gambling laws.

Silver Spoon owner Associated British Foods slipped early on after it admitted tough trading at its sugar arm coupled with soaring energy costs would eat into second-half profits.

But investors were cheered by signs of profits growth at its budget clothing arm Primark and sent the shares 0.5p higher to 820p.

The day's biggest blue chip risers were BT up 4.75p to 253.25p, Sainsbury's ahead 5.25p at 367.75p, and Prudential rising 8p to 591p.
