I n yet another example of states taking the initiative on curbing greenhouse gases, the Spitzer administration has proposed rules designed to reduce carbon dioxide emissions from power plants - a major contributor to global warming. But are regulations tough enough?

The draft regulations are part of a 10-state Regional Greenhouse Gas Initiative begun during the Pataki administration, when New York and other states were fighting the Bush administration in court over pollution.
